General Provisions

Article 50

The following matters shall be regulated through separate implementing guidelines:

·        Financial regulations relating to the implementation of the Bologna Process.

·        Regulations governing student mobility and credit transfer.

·        Examination regulations.

·        Regulations governing Lifelong Learning.

·        Any other matters requiring separate implementing guidelines.

Article 51

All provisions of these Guidelines, except Chapters Five and Ten, shall be implemented for undergraduate studies by the Department of Studies, Planning, and Follow-up, and for postgraduate studies (Higher Diploma, Master's, and PhD) by the Department of Research and Development.

Article 52

The provisions contained in Chapters Five and Ten of these Guidelines, for both undergraduate and postgraduate studies, shall be implemented by the Quality Assurance and Accreditation Authority.

Article 53

All universities and higher education institutions, whether public or private, in the Kurdistan Region of Iraq, shall comply with the provisions and articles of these Guidelines.

Article 54

Following the publication of these Guidelines, no previous instructions, decisions, or circulars that conflict with the Bologna Process standards shall remain applicable.

Article 55

These Guidelines have been prepared based on the discussions of the Scientific Committee and the recommendations of the First Bologna Process Conference in the Kurdistan Region, drawing upon the European Credit Transfer and Accumulation System (ECTS) Users' Guide (2015).

Article 56

Universities in the Kurdistan Region may make further use of the ECTS Users' Guide (2015) to support the effective implementation of these Guidelines.


Entry into Force

These Guidelines shall enter into force beginning with the 2022–2023 Academic Year, following their official circulation by the Ministry of Higher Education and Scientific Research.
